19 of the Russian's 21 championships have been earned on hard courts
A revitalized Medvedev secured his initial title for over two years with success over opponent Moutet in the tournament championship match.
The Russian, a ex- top-ranked player, has had a difficult year, achieving just one win at the major tournaments and experiencing a difficult moment at the American major.
Medvedev's inconsistency on the professional circuit - and issues with his service game in particular - led to him dropping out of the elite rankings and ultimately parting ways with former trainer Gilles Cervara.
Now training with his coach and Goetzke, the tennis star has consistently improved in the last few weeks - climaxing in a tightly fought 7-5 4-6 6-3 win over challenger Moutet.
It is his maiden championship since the Rome competition and first on a hard court from spring of that year.
Victory also indicates the Russian has won 21 titles at 21 distinct events.
"This marks the first occasion I am participating in a competition with my children at once, so to win a trophy is especially meaningful," stated tennis professional the champion.
"This title is in honour of my second daughter Victoria, because the maiden victory I achieved when my child her name was born was for her."
The tennis star, the past champion, had lost his previous six finals, featuring in Halle previously this season.
The player's defensive strategy and regular outbursts on the tennis court had led commentators to doubt if his ability to perform at the top level was concluded.
Yet the player has altered his approach in the past month, attempting to come to the net and perform assertively, reinforced by an enhanced service.
He recovered from a break down in the opening set against the tricky Moutet, winning 4 of the last five points to gain the advantage.
The pair traded service breaks in the second set before Moutet, bidding for his first professional title, took control to push for a third set.
He saved four initial break points in a competitive third set before the champion won the break to fifteen to secure the win.
Fittingly, Medvedev secured the title with a point at the front of the court, with his opponent failing to manage a shot after a lengthy match.
